Program Analyst

Location: Quantico, VA

Clearance: Active TS/SCI

 

The Program Analyst perform complex administrative tasks and will typically be supporting Senior Executive Service (SES) level staff by providing direct administrative support to specific DISES and their deputies within the Defense Counterintelligence and Security Agency (DCSA) and other DoD components leadership as requested and approved by the Director of DCSA.

Responsibilities

· Coordinates and integrates strategic and operational planning initiatives with DCSA field operations senior leadership providing guidance, oversight, and evaluation.

· Conduct strategic and operational planning activities, such as environmental scanning, SWOT analysis, gap analysis, and scenario planning, to identify and assess current and future challenges and opportunities for DCSA Field Operations in relation to operations, logistics, and security programs and other areas of focus.

· Reengineers and improves strategic and operational planning processes. Originates new strategic and operational planning techniques and establishes new criteria or approaches and methods for implementation and assessment, requiring a substantial depth of research and analysis, which serve as precedents for others.

· Implements short and long-range strategies by field operations policies and objectives. Evaluates the content of new or modified field operations guidance material; determine the impact upon field operations’ programs and resources; and recommend changes, expansion, or revisions. Directs complex studies and develops new approaches to identifying key strategic issues and resolving strategic planning issues and problems.

· Develop and update pivotal documents, such as strategic plans, action plans, roadmaps, and frameworks, to communicate the vision, mission, goals, objectives, and strategies of DCSA Field Operations. Coordinate and collaborative with internal and external stakeholders, such as Field Operations senior leadership, program managers, field offices, customers, and partners, to solicit input, feedback and buy-in for process, procedures, and products.

· Plans, leads, and carries out projects and studies to develop and integrate strategic and business plans and programs needed to enhance operational tempo to fully meet DCSA mission requirements. Consults with other executive-level strategic planning officials to discern agency strategic goals and objectives.

· Prepares reports, charts, and briefings on accomplishing strategic goals and objectives and makes appropriate adjustments to align internal plans with agency plans. Provides advice and guidance to the AD and to field operations senior leadership on new and changing strategic plans. 1.21.8. Prepare and present reports, briefings, and recommendations on the progress, performance, and outcomes of the strategic plans, policies, and initiatives of DCSA Field Operations, to inform and advise field operations senior leaders and other stakeholders.

· Provides advice and guidance to the AD and to field operations senior leadership on all actions necessary to ensure compliance with DCSA field operations strategic and business plans.

· Analyzes and evaluates the administrative aspects of substantive, mission-oriented programs administered by DCSA field operations to assure accountability and promote organizational and program effectiveness.

· Independently performs a wide range of complex and time-sensitive special projects. The findings from these projects are reported to the AD and to field operations Senior leadership as applicable; they can have a wide-ranging impact on field operations. Analyzes and develops recommendations for improvement in operations and objectives.

· Conduct research and analysis on emerging trends, best practices, and lessons learned in the field of strategic planning and management, and provide suggestions for improvement and innovation.

· Performs analytical and evaluative work associated with planning, organizational and operational activities.

· Travel will be required up to 15% of the time

Qualifications

Required:

 

· Bachelor’s degree (at a minimum) and 3 years of relevant senior administrative and management support experience relating to the requirements of Task 3.

· Substitution of a bachelor’s degree is allowable if the personnel have ten years of related work experience in addition to the three years of experience required for this category.

· For the substitution to be allowable, a total of 8 years of experience would be required to meet the minimum requirements for this category.

· A TS/SCI security clearance.

· Superior oral and written communication skills, as well as a good command of the English language.
