Overview

Support USCG CG-7 in the development and management of a standardized, defendable and repeatable process to generate and maintain USCG capability (operational) requirements in support of follow-on acquisition activities to improve the performance of all USCG missions.

Responsibilities

· Support research, design, development and test electronic components and/or systems for

· aviation training aides and mockups (ATAM).

· Support the design of electrical circuits and components for government ATAM such as telecommunications, aerospace instruments, and controls.

· Assist in providing research for parts required to maintain government ATAM efforts as required by ATTC instructors and managers.

· Assist instructors in managing technical data packages.

· Support the design and development of electronic drawing packages.

· Proficient in the use of electronic test equipment.

· Monitor changes to OEM, USCG and other services technical directive relating to logistics support (e.g., maintenance, technical data, support and test equipment, facilities, supply

support, packaging, handling, storage, transportation, training, training devices, and computer resources, design interface (e.g., reliability, maintainability, availability, safety, human factors, commonality, modularity, system architecture), configuration management, and efficiencies for applicability to ATAM and submit recommendations for action to the applicable government personnel for action. Act on Government-approved recommendations. Track and provide status of approved recommendations through implementation.

· Conduct market research to collect and assemble information including, but not limited to, technical data packages, price, availability, quality initiatives in relation to American National Standards Institute (ANSI) and International Standards Organization (ISO) 9000 requirements, source approval and validation process, vendor capabilities, and vendor past performance. Submit all documentation and recommendations to the Government for acceptance.

· Identify, assess, and recommend resolution for reliability and maintainability problems. Submit all documentation and recommendations to the Government for acceptance.

· Write, review, and update policy, procedure, and process documents, including, but not limited to, technical manuals, Maintenance Procedure Cards (MPCs), TCTOs, COMDTINST manuals, process guides, IAW USCG applicable documented guideline and generally accepted commercial or military maintenance or design processes.

· Track parts that are required and ordered by the Government for maintaining ATAM.

· Review drafts of technical publications and technical drawings, including wiring diagrams, for content and format. Submit recommendations for action for Government acceptance. Act on approved recommendations.

· Provide data on an ad hoc basis, including, but not limited to, serial numbers of equipment in new aircraft or equipment that will be inducted into Asset Logistics Management Information System (ALMIS), information available in ALMIS, aircraft specifications contained in existing documents or sources.

· Develop a comprehensive maintenance plan that outlines detailed procedures for tracking, repairing, and maintaining the ATTC’s ATAMs.

· Must integrate the tracking and documentation system with existing aviation maintenance management software for seamless record-keeping and reporting.

· Clearly define the frequency and scope of scheduled maintenance activities to minimize disruptions to training programs.

· Establish a routine maintenance schedule for each ATAM, incorporating preventive maintenance measures to proactively address potential issues.

· The position is responsible for assuming complete corrective, preventative, and scheduled maintenance, as well as support responsibilities for each training device, whether operable or inoperable at the contract support date.

· The position must ensure that all systems and subsystems are in an operational status, providing realistic systems responses throughout the training event. The decision to initiate, continue, or cancel a training event in the presence of degradations shall rest with the instructor, or COR.

· The position will conduct training sessions for ATTC personnel to familiarize them with the new maintenance plan and any updated procedures.

· The position will provide ongoing support and training to ensure ATTC personnel can effectively carry out routine maintenance tasks as needed.

· The position will implement a process for regular reviews and updates to the maintenance plan to address emerging challenges and enhance overall system performance.

· The position must develop a rapid response protocol for addressing unscheduled maintenance issues, ensuring minimal downtime and disruption to student accessions.

· This position will serve as a direct point of contact with OE manufactures to assist with unscheduled maintenance issues outside the expected level of maintenance abilities. This will include coordinating OEM maintenance teams when required to assist with returning ATAM’s to fully mission capable status.

Qualifications

Required:

 

· Six (6) years experience in electronic theory and materials property.

· Six (6) years experience in avionics systems associated with government aircraft.

· Six (6 ) years experience in avionics and electronics test equipment including:

  • o Communication analyzer
  • o Time Domain Reflectometer
  • o Frequency Domain Reflectometer
  • o Oscilloscope
  • o Data bus tester/Co-pilot
  • o AC/DC test equipment
  • o Software defined radio test equipment
  • o CASE laptop software loader

· Shall be able to locate, monitor, and evaluate other services’ and OEM technical change directive within maintenance, engineering, and logistics disciplines for applicability to DHS or DoD aircraft or support systems for direct or indirect application to the applicable aircraft program and provide logically justified recommended action.

· Shall have the ability to solve technical ATAM issues and the ability to make recommendations to engineering for repair or fabrication of parts.

· Shall be able to read and interpret manufacturers blue prints, technical drawings, and understand engineering specifications to resolve engineering technical questions.

· Shall be able to work on complex engineering projects that require thorough research and coordination with engineering personnel.

· Shall have a thorough understanding of the Society of Automotive Engineers (SAE) AS50771 and the Naval Air Systems Command (NAVAIR) 5805 (series) technical manuals.

· Possess and maintain a U.S. Secret Security clearance.
