Location: Aberdeen Proving Grounds, MD

Clearance: Active Top-secret

 

The Program Manager acts as the point of contact (POC) for contract United States Army Combat Capabilities Development Command (DEVCOM) Analysis Center (DAC). DEVCOM/DAC is the Army’s focal point for data analysis and Modeling and Simulation (M&S) from component to force-on-force level models for the Army’s Future Force Modernization Enterprise (FFME).

Responsibilities

  • · Provides planning and supervising support for tasks/functions including requirements definition, project scheduling, management of engineering functions, acquisition, integration, test and evaluation, fielding/installation, and disposition.
  • · Perform overall contract management support to conduct the necessary investigations, simulations, laboratory and field experiments, and analyses to quantify performance of combat, combat support, and combat service support systems, and personnel on the battlefield.
  • · Develop a Program Management Plan (PMP) to establish processes and assign appropriate resources to ensure that employees properly comply with the performance standards outlined in this Performance Work Statement and as required by the Contracting Officer or the Contracting Officer's Representative (COR); manage delivery schedules and manage the ceiling cost for the contract.
  • · Track and report analyses DAC codes/suites such as Joint Effectiveness Model (AJEM), Operational Requirements-based Casualty Assessment (ORCA), One Semi-Automated Forces (OneSAF), Infantry Warrior Simulation (IWARS), Hazard Prediction and Assessment Capability (HPAC), Mission Impacts of Nuclear Events Software (MINES), Individual Protection System Performance Model (IPSPM), and Fusion Oriented C4ISR Utility Simulation (FOCUS).
  • · Provide technology analyses support to include identification of promising commercial technologies and share insights on how they might address Warfighter requirements.

Qualifications

Required:

 

  • · Masters in Engineering, Mathematics, Computer Science, or other technical area.
  • · Strong background in science, engineering, mathematics, and survivability/lethality/vulnerability (SLV) is desirable.
  • · Experience: 15 years or more of extensive experience with ballistic and non-ballistic algorithms and simulations.
  • · Technical project management and task tracking capabilities.
  • · Knowledge of Advanced Joint Effectiveness Model (AJEM) and its associated tools.
  • · Thorough understanding of modeling, simulation, and SLV analysis of ballistic effects/process.
  • · Manage research and development projects and complex analysis problems.
  • · Experience with DOD environment preferred.
  • · Top Secret clearance required.

 

Preferred:

 

  • · Direct experience with management projects involving multifunctional tasks and substantial complexity.
  • · Knowledge of Department of Defense acquisition policies (e.g., DoD 5000.02, AR 70-1, DAG, etc.).
