The Senior SME Arms Cooperation supports the development, planning, promulgation, and interpretation of Department of State (DOS), Department of Defense (DOD) and Headquarters, Department of Army (HQDA) policy and guidance as it relates to international armaments cooperation programs, such as the Engineer and Scientist Exchange Program (ESEP), the International Cooperative Research, Development, and Acquisition (ICRDA) Program and the Coalition Weapons Program (CWP).
·Provides general oversight of assigned Technical Operations activities with coalition partners, geographic combatant commands, and other stake holders to ensure effective program implementation and consistency with existing policies and long-term regional armaments cooperation objectives.
· Provide support to conducting assessments of selected Army acquisition programs to identify opportunities for security cooperation and to identify requirements for and compliance with DoD and Army directives regarding program protection and end use monitoring.
· Provide management and administrative support necessary to assist DASA DEC in the management of international technology transfer documentation to include ITAR exemptions, export policy statements, ENDP determinations, associated Records of Actions (RAs), other releasability determinations/guidance, Delegation of Disclosure Letters (DDLs), and other applicable FMS and acquisition program related export documents.
· Support the evaluation of Army security cooperation technology transfer, disclosure activities, and related documentation to identify requirements for and compliance with DOD and U.S. Army directives regarding disclosure of DOD information related to cooperative programs and direct commercial sales.
· Support assessments of the Army’s acquisition programs to the COR for compliance with DoD and Army directives regarding program technology projection as required.
Required:
· Bachelor’s Degree (Waived with 10 yrs Security Cooperation/Security Assistance (SC/SA) experience).
· Experience: 6 years or more of extensive experience in all aspects of foreign military sales, security assistance, security cooperation, defense exports, and technology transfer of Army systems.
· TS/SCI clearance required.
