Senior Technology Transfer Specialist

The Senior Technology Transfer Specialist supports the development of U.S. Army positions related to the transfer of military and dual-use technologies to foreign countries.

· Draft, coordinate, and make recommendations on export control policies and procedures regarding initiatives or approved programs as they apply to FMS cases FMS and Direct Commercial Sales (DCS) cases and other initiatives or approved programs.

· Review and make recommendations concerning policies, objectives and implementing procedures pertaining to Security Assistance (SA) initiatives, with a focus on these programs that relate to the Army’s modernization priorities.

· Review, provide input to, and comment on Defense Security Cooperation Agency (DSCA), OSD and Joint Actions which have security cooperation and technology transfer implications. Contractor shall provide support to oversight with respect to the review, analysis and initiation of technology transfer and disclosure matters, related to Army acquisition programs and the Army’s industrial base, U.S. Allies and partners, and the integration of FMS, DCS, and OMA initiatives with the Army and DoD.

Required:

· Bachelor’s Degree (Waived with 10 yrs Security Cooperation/Security Assistance (SC/SA) experience).

· Requires an expert knowledge of the United States’ and the Department of Defense’s export control policies. Working knowledge of the International Traffic in Arms Regulation and the Export Administration Regulation.

· Working knowledge of the DoD’s Technology Security/Foreign Disclosure process and how to process exceptions to the National Disclosure Policy.

· Working knowledge of the requirements of the international export control regimes to which the United States is a signatory.

· Requires eligibility for TS//SCI clearance
