Overview

The Senior Operations Analyst Current Operations/Task Management supports the Director, Partner Relationship Management with daily responsibility for reviewing, staffing, and coordinating the implementation of approved programs on all facets of program execution to enhance the overall effectiveness and assist with the development and staffing of Army positions on security cooperation issues, coordinating with the G3, G4, G2, G8, Secretariat offices, DoD agencies, and other Military Departments, as required.

Responsibilities

Manage task to assist with Foreign Military Sales (FMS) requirements in the following ways:

  • Sensitive FMS Cases: Reviewing and staffing 36(b) Congressional Notifications, Price and Availability (P&A) data, and sensitive FMS cases before forwarding them to the Defense Security Cooperation Agency (DSCA).
  • Foreign Disclosure and Technology Transfer: Reviewing and staffing actions related to foreign disclosure and technology transfer as they apply to FMS.
  • Emergent FMS Needs: Assisting with the staffing of requests to divert materiel from Army inventory to support emergent FMS requirements.
  • Equipment Leases: Assisting with the staffing of equipment leases and associated cases.
  • Co-production Agreements: Reviewing and staffing Memoranda of Understanding (MOU), amendments, and supporting documents related to FMS.
  • Non-recurring Cost Recoupment: Reviewing and staffing charges related to non-recurring cost recoupment for FMS.
  • Operational Test and Evaluation Waivers: Reviewing and staffing waiver requests for Operational Test and Evaluation (OT&E) related to FMS.

Qualifications

Required:

  • Bachelor’s Degree with 5 years experience.
  • Requires expert knowledge in the foreign military sales process.
  • Demonstrated experience managing an operational staff.
  • Requires Secret
