Program Manager

We are seeking a highly qualified and innovative Program Manager with over 20 years of diverse experience in Health IT, system integration, business and software architecture, data analytics, and program/product delivery. The ideal candidate brings deep technical expertise and strategic oversight to manage complex, mission-critical programs across federal and commercial clients. This individual will provide leadership and direction for full lifecycle program execution—from concept through deployment—ensuring alignment with business goals and technical standards.

· Lead the planning, execution, and delivery of large-scale, cross-functional IT and software development programs.

· Oversee system integration, software architecture, and analytics efforts across health IT and enterprise systems.

· Drive Agile adoption and manage delivery through Agile, SAFe, or hybrid methodologies, ensuring iterative improvements and customer satisfaction.

· Collaborate with technical and business stakeholders to gather requirements, conduct gap analyses, and define clear project scopes and objectives.

· Manage release and change management processes to support continuous delivery and operational efficiency.

· Identify program risks, develop mitigation strategies, and communicate status to leadership and stakeholders.

· Provide leadership in systems engineering, enterprise transformation, and the design and evaluation of technology solutions.

· Facilitate stakeholder engagement through clear and consistent communication and effective conflict resolution.

· Analyze and improve business processes, leveraging expertise in business architecture and strategy.

Required:

· 20+ years of progressive experience in software and IT program management, including HealthIT and federal systems.

· Bachelors Degree in Business, Computer Science, Engineering or related field.

· Active PMP

· Strong expertise in system engineering, architecture design, and lifecycle reliability management.

· Deep knowledge of Agile and Waterfall methodologies with hands-on experience leading hybrid project teams.

· Proven ability to lead complex projects with limited resources and tight deadlines.

· Demonstrated success in stakeholder management, business process reengineering, and gap analysis.

· Skilled in developing enterprise-level solutions and facilitating cross-functional collaboration.

· Excellent analytical, interpersonal, and communication skills.

Preferred:

· SAFe Agilist, or Agile Certified Practitioner (ACP)

· Experience supporting Federal Health agencies (e.g., CMS, VA, HHS)

· Background in compliance and regulatory technologies

· Advanced degree in Business, Computer Science, Engineering, or a related field
