The Program Manager (PM) acts as the point of contact (POC) for contract the Naval Air Warfare Center Aircraft Division (NAWCAD) Tactical and Remote Command, Control, Communications, Computers, Cyber, and Intelligence Edge Systems (TARCES) contract. The PM provides support for solution engineering, network, desktop, and server administration; Configuration Management (CM); infrastructure and cable plant technology; applications development/operations support; and cybersecurity and Information Assurance (IA) support for TARCES.
· Responsible for the cost, schedule, and performance of the contract in support of NAWCAD TARCES. The PM responds to the needs of the government customer and ensures all tasks and deliverables are carried out in accordance with the contract.
· The PM is responsible for the daily management, accountability, and performance of all contractors and sub-contractors.
· Serve as the primary interface and point of contact with Government program authorities and representatives on technical and program/project issues.
· Oversee contractor personnel program/project operations by developing procedures, planning, and directing execution of the technical, programming, maintenance, and administrative support effort and monitoring and reporting progress. Manages acquisition and employment of resources and controls financial and administrative aspects of the multiple simultaneous programs or projects with respect to TO requirements.
· Provide input to strategic planning, training programs, audit readiness, and system modernization initiatives.
· Participate in internal/external meetings, program reviews, and leadership briefings as required by the COR or Contracting Officer.
· Manage all P&L aspects of the project and work with corporate management on risk management and business growth activities
· Responsible for the performance management of all staff
· Responsible for developing and maintaining relationships with key client stakeholders
· Develop a Program Management Plan (PMP) to establish processes and assign appropriate resources to ensure that employees properly comply with the performance standards outlined in this Performance Work Statement and as required by the Contracting Officer or the Contracting Officer's Representative (COR); manage delivery schedules and manage the ceiling cost for the contract.
Required:
· Master’s degree in engineering, technical, business, or computer science or IT discipline. No substitutions allowed.
· Of the minimum 10 years of required experience, at least 8 years of the experience must be in planning, organization, directing, and controlling at least 2 projects.
· Possess a current PMP certification
· 6+ years of program management experience supporting complex system integration.
· Exceptional leadership, organizational, and customer engagement skills.
· Proven track record in managing complex government contracts.
· Demonstrated experience successfully managing client relationships
· Demonstrated experience managing employees (performance management and mentoring)
· Excellent communication skills, with the ability to engage technical and non-technical stakeholders, lead customer interactions, and prepare executive-level briefings
· TS SCI Eligible
Preferred:
· Direct experience with management projects involving multifunctional tasks and substantial complexity.
· Knowledge of Department of Defense acquisition policies (e.g., DoD 5000.02, AR 70-1, DAG, etc.).
