The Program Manager will support the Program Executive Office Intelligence Electronic Warfare and Sensors Program Management Office Position, Navigation and Timing (PM PNT) to develop, implement, and maintain systems engineering processes and documents (i.e., systems engineering plans (SEPs), configuration management plans, risk management plans, and integrated master plans) to support the PM PNT products.
· Provides comprehensive program management oversight for all contractor and subcontractor personnel supporting the task order.
· Independently manage all contract activities, ensuring performance aligns with the Performance Work Statement and applicable regulations (FAR Parts 7.5 & 37.1).
· Conduct high-level program planning, budgeting, scheduling, risk management, and lifecycle costing; conducting manpower assessments; and provide regular status briefings to PM PNT management (weekly high-level, quarterly in-depth).
· Responsible for the management and oversight of all Contractor and subcontractor personnel performing work under this task order, ensuring their performance meets established standards outlined in this Performance Work Statement, Quality Assurance Surveillance Plan (QASP), and as required by the Contracting Officer or the Contracting Officer's Representative (COR).
· Manages the overall contract onsite. All sections report to this position. The administrative aspects of the contract are managed by this position.
· Ensures the manning and training of the contract staff is adequate for meeting the deliverables.
· Handles all administrative functions and liaisons with the government for establishing priorities and training in new technologies as needed.
· Provide high-level program management, budgeting, scheduling, trade-off analysis, and lifecycle costing; and conduct manpower assessments and risk management, as required.
· Provide weekly high-level status briefings and quarterly in-depth status briefings to PM PNT management.
· Manage and coordinate planning and implementation of all contract/program activities; interface with Government personnel; formulate and review project feasibility studies; determine costs; ensure compliance to work standards; interpret policies, purposes, and goals of the organization for contractor and subcontractor personnel; and utilize company resources to achieve program objectives.
Required:
· Master's Degree in Computer Science, Information Systems, Engineering, Business or related scientific or technical discipline.
· Six (6) additional years of related experience or relevant military service may be substituted for the Masters degree.
· PMP Certification
· Fifteen (15) years of experience in the management and supervision of substantive military hardware/software development, or related systems analysis.
· TS/SCI Clearance
