The Program Manager will provide the Information Technology (IT) support services to the United States Army Aviation Center of Excellence (AVCOE) G-6 to manage the full spectrum lifecycle for technology, automation, communications and information systems within the Command.
· Provides comprehensive program management oversight for all contractor and subcontractor personnel supporting the task order.
· Responsible for the management and oversight of all Contractor and subcontractor personnel performing work under this task order, ensuring their performance meets established standards outlined in this Performance Work Statement, Quality Assurance Surveillance Plan (QASP), and as required by the Contracting Officer or the Contracting Officer's Representative (COR).
· Manages the overall contract onsite. All sections report to this position. The administrative aspects of the contract are managed by this position.
· Ensures the manning and training of the contract staff is adequate for meeting the deliverables.
· Handles all administrative functions and liaisons with the government for establishing priorities and training in new technologies as needed.
· Provide high level program management, budgeting, scheduling, trade-off analysis, and lifecycle costing; and conduct manpower assessments and risk management, as required.

· Manage, and coordinate planning and implementation of all contract/program activities; interface with Government personnel; formulate and review project feasibility studies; determine costs; ensure compliance to work standards; interpret policies, purposes, and goals of the organizations for contractor and subcontractor personnel; and utilize company resources to achieve program objectives.
Required:
· Master’s Degree in Computer Science or similar Information Technology Field.
· 12 year minimum managing IT operations for the DoD.
· Written and verbal communication skills, to include presentation development to Senior Ranking Government officials.
· Minimum of 7 years of experience with management of Government contracts
· Project Management Professional (PMP)
