Overview

The Program Manager manages the contract to provide the full range of Information Technology (IT) Delivery and Operations Support Services (DOSS) required to support FLETC’s mission.

Responsibilities

  • Responsible for the management and oversight of all Contractor and subcontractor personnel performing work under this task order, ensuring their performance meets established standards outlined in this Performance Work Statement, Quality Assurance Surveillance Plan (QASP), and as required by the Contracting Officer or the Contracting Officer's Representative (COR).
  • Manages the overall contract onsite. All sections report to this position. This position manages the administrative aspects of the contract.
  • Ensures that the manning and training of the contract staff are adequate to meet the deliverables.
  • Handles all administrative functions and liaisons with the government for establishing priorities and training in new technologies as needed.
  • Provide high-level program management, budgeting, scheduling, trade-off analysis, and lifecycle costing; and conduct manpower assessments and risk management, as required.
  • Manage and coordinate planning and implementation of all contract/program activities; interface with Government personnel; formulate and review project feasibility studies; determine costs; ensure compliance with work standards; interpret policies, purposes, and goals of the organizations for contractor and subcontractor personnel; and utilize company resources to achieve program objectives.

Qualifications

Required:

 

  • Minimum of a four-year degree, with a major in engineering, system management, business administration, and/or related field, and at least seven years of experience in IT program or project management
  • Experience developing documents for risk and opportunity management
  • Experience developing and applying technical processes and technical management processes
  • Experience managing performance-based service agreements; experience developing and managing projects within assigned budgets
  • Experience writing business cases and experience in strategic planning.
