The Program Manager provides overall leadership and management in support of the General Services Administration’s (GSA) Capital Planning and Investment Control (CPIC) Program Management Office (PMO) goals. This role oversees Agile program and project management teams, manages client relationships, and holds ultimate responsibility for the quality and timely delivery of program objectives, budgets, schedules, and performance.
· The Program Manager brings expertise in IT portfolio management, government-wide shared services, and technical leadership, bridging CIO strategy and policy with technical execution, roadmapping, and systems development.
· Prepare, facilitate, and execute regular program status meetings with the government Program Management Office and the vendor
· Develop and maintain onboarding artifacts and standard operating procedures (SOPs) for the onboarding of new team members with documentation and technical overviews.
· Review and update the Voluntary Product Accessibility Template (VPAT) for each of the applications the CPIC PMO manages, detailing the product's conformance to applicable accessibility standards. Full authority to act for the contractor on all contract matters relating to the daily operation of this contract.
· Manages the overall contract onsite. All sections report to this position. This position manages the administrative aspects of the contract.
· Ensures the manning and training of the contract staff are adequate for meeting the deliverables.
· Handles all administrative functions and liaisons with the government for establishing priorities and training in new technologies as needed.
· Establish and maintain technical and financial reports to show the progress of projects to management and customers, organize and assign responsibilities to subordinates, oversee the successful completion of all assigned tasks, and assume the initiative and provide support to marketing personnel in identifying and acquiring potential business. Coordinate with the contracting organization’s program office to enable timely problem resolution.
· Report the status of all work performed under this contract, including, but not limited to, all work orders, software and hardware purchases, and license payments.
· Develop and maintain a Master Project Schedule that integrates all tasks into a master plan aligned with the Master WBS.
· Assume the management of the existing Master Project Schedule that documents the tasks, start dates, end dates, durations, predecessors, successors, and resources required to execute the program of work.
· Properly align staffing requirements.
Required:
· Master’s Degree in Computer Science or a similar Information Technology Field.
· 12-year minimum managing IT operations
· Minimum of 7 years of experience with the management of Government contracts
· Written and verbal communication skills, to include presentation development to Senior Ranking Government officials.
