Overview

The Knowledge Manager is responsible for developing, maintaining, and governing knowledge assets to support the Department of Veterans Affairs (VA), Office of Information and Technology (OIT), Product Delivery Services (PDS), Benefits and Memorials (BAM), Memorial and Benefit Services (MBS) deliver secure, reliable, and effective Information Technology (IT) solutions that support the Department’s mission.

Responsibilities

  • Supports onboarding, training, operational continuity, release readiness, and transition activities by organizing, curating, and publishing knowledge artifacts in alignment with VA standards
  • Develop and maintain documentation, user guidance, training materials, and procedural artifacts supporting system usage and adoption.
  • Ensure all product data and artifacts are updated daily in VAapproved repositories (e.g., Jira, GitHub), providing a single authoritative source of truth.
  • Organize and maintain configurationmanaged artifacts, including operations manuals, test plans, change documentation, and engineering artifacts
  • Support comprehensive documentation of requirements, change orders, configurable items, risks, impediments, and test results to ensure full traceability across the SDLC.
  • Contribute to onboarding and user training through documentation, knowledge guides, and process materials.
  • Support training and functional user preparation for new releases and features, including updates to user-facing documentation and job aids
  • Ensure alignment of knowledge assets with PI Planning, Sprint planning, and release activities. (Supported across Agile and Systems Team documentation requirements).

Qualifications

Required:

 

  • Bachelor’s Degree in computer science or an IT-related degree with 7-10 years’ experience
  • Experience creating and maintaining system documentation, training materials, and procedural artifacts.
  • Experience supporting onboarding, operational documentation, and user readiness.
  • Experience ensuring compliance with VA SDLC, RMF, NIST, and enterprise architecture documentation requirements.
  • Experience maintaining artifact traceability and organizing materials within enterprise repositories (e.g., Jira, GitHub, Confluence).
  • Excellent technical writing and documentation skills.
  • Knowledge of Agile, DevSecOps, and SDLC documentation workflows.
  • Public Trust

 

Preferred:

 

  • Knowledge Management certification (KM Institute or equivalent).
  • Technical Writing certification.
  • SAFe/Agile certifications (SP, PO/PM, SSM).
  • ITIL Foundation (for service documentation alignment).
